Ongoing contraction of mega project of SMBBMU in doldrum

Ongoing contraction work of one billions on new site of Shaheed Muhtarma Benazir Bhutto Medical University (SMBBMU) Larkana near village Arija Moen jo Daro road witnessed doldrums due to an ill-planning and substandard development work.
Well informed sources told that millions funds of constituent colleges of University, Chandka Medical College Larkana, Ghulam Muhammad Mahar Medical College Sukkur, Bibi Asifa Dental College and BINCHS were misappropriated by former officials and some of sitting officers and made themselves exempted from accountability.
The contractor Young Associates proved an inefficient told the consulting Engineers, Architects and Planners revealed reports submitted to concerned administration. They told the contractor has abandoned ongoing work and escaped with advance payment and security amount due to incompetency and inefficiency with collusion of concerned authorities of SMBBMU.
The construction work on this project was started with Rs 1 billion approved by the PPP government in 2012 and the work started without any soil test, environmental report, feasibility and other proper requirements and contract with heavy amount was awarded to the newly inefficient contractor told the engineers.
This scribe learnt that few days back a private firm named Young Associates was assigned a task to visit with experts team at the site of under construction building of SMBBMU and found several major faults, which the presented finding reports to Vice Chancellor SMBBMU.
It was observed that before construction of different units of university, no soil test was carried out for its feasibility, existing construction work is not to up to mark, highway road is 10 feet above the level of building, could cause problems during the downpours and flooding season. There is also no provision and proper drainage system in the project, besides experts found space between the joint portion of walls and other loopholes in design and quality of work reports revealed.
Further, told that one of contractor blacklisted in Azad and Jamu Kashmir, awarded him contract work illegally, inflicted the loss to building and university financially and abandoned the work in half way stage by taking advance payments and security deposit over Rs. 600 millions.
As the administration of SMBBMU Larkana is also reluctant to pay attention to the serious issues of university site, the Vice Chancellor Ghulam Asghar Channa and Registrar Dr Sikandar Ali Mughal are brawling each other over the matters of appointments and postings of their favorites, which is the matter of great concern as people of this area are expecting high from them to uplift the issues of poor people suffering from health issues.
When Vice Chancellor SMBBMU Larkana Ghulam Asghar Channa was asked about the issues of University he told that some elements are making hurdles in development of university, admitting the differences between registrar him and said that, university had advertized for the appointment of Director Planning and Development but no appropriate candidate filled job, that is why, on recommendation of Professor Neilofer, services of Noorullah Malak as Director Planning and Development was hired for 6 month on contract bases, during the span of 6 month he performed well and played his role to restart the halting work of university and releasing of 160 million by HEC,
VC said that extension of Director Planning and Development was bone of contention, Registrar did not want to extend the service of that person who did dedicative efforts for betterment of university, he said that Additional Registrar has extended the contractual period of Director.
He confirmed the report of Young Associates regarding the SMBBMU and said that he did not know, why former administration could not mitigate the technical issues of new building, he apprised that Young Associates also visited the Chandka Medical College Larkana and submitted report said in that sewerage system of college is failure, different units of college are under seepage, classes and hostels in dilapidated conditions.
Vice Chancellor said that development work is in progress with reasonable pace and it will be completed by 2016.
The civil society and the Larkanians have demanded of the National Accountability Bureau (NAB) and other agencies to probe in this matter and save the national exchequer.
