HYDERABAD: Director Local Government Sindh Hyderabad Zahid Khemtio was also holding another charge of Municipal Commissioner HMC for only reason of his being close to high ups of Sindh government.
It was this officer who had issued order to award the Cattle Piri fees collection contract to lowest bidder in Rs.20 millions sidelining the highest bidder of Rs.39 millions thus giving government loss of Rs.13 millions in June 2013.
Then Assistant Director Local government Aijaz Bhutta was transferred after SHC reversed the order issued by director LG but unfortunately director Zahid Khimtio was not only not punished for this but was given another charge of Municipal Commissioner.
Recently Zahid Khemtio has violating code of conduct of government servants has misused his powers by appointing 11 grade employee Amjad Pitafi to direct 17 grade as TO Finance. Amjad Pitafi is said to be brother of sitting MPA Tando Allahyar Imdad Pitafi.It may be reminded that power to make appointment to grade 17 vests with secretary government of Sindh.
But Khemtio bypassed the secretary by appointing 11 grade employee to 17 grade. Many senior officers of local government will have to work now under a junior officer which has sent wave of indignation among them.
