A poor performance of government and no writ of law: Liaqat Baloch

Central Secretary General Jamat e Islami (JI) Liaqat Baloch said on Tuesday that martyrdom of JUI Leader Dr Khalid Mehmood Soomro and attack on JUI Chief Mulana Fazal u Rehman has unmasked the poor performance of government and its state institutions and lost right to rule the country on its failure to protect the lives and properties of public, he was speaking with journalists after the condolence with heirs of assassinated JUI Secretary General Sindh Dr Khalid Mehmood Soomro here at Jamia Islamia Madarsa.
He said that under well organized conspiracy he was martyred in Masque when he was performing fajar Prayer, he termed such incident as great loss of a religious scholar,added that Dr Khalid Mehmood Soomro was good parliamentarian who always raised his voice for rights of Sindh and its people, he had great affection and love with humanity, participation of hundreds thousands in funeral prayers proved that he was upright soldier of Islam, he said.
JI General Secretary expressed concern over the prevailing situation of Sindh, said that people of Sindh are scared about protection of their lives and properties, Sindh people are punished over the election of PPP in 2013 poll.
He told that at present country is under massive political crises, federal government should develop serious approach to find the political solution, bring reforms in electoral system and investigation of votes in four constituencies by dialogue with PTI, adding that PTI Voice Chairman Shah Mehmood Qureshi during his visit at Mansura expressed consent to resume the dialogue and situation has reached at closed street and inviting military interfere which will be destructive for democracy, he said.
Earlier Secretary General JI Liaqat Baloch along with former MNA Assadullah Bhutto and other local JI leaders visited the Jamia Islamia Madarsa Larkana and offered condolence with Nasir Mehmood Soomro, Rashid Memood Soomro, Iqbal Ahmed Soomro and other relatives of martyred on sad demise of JUI General Secretary and former Senator Dr Khalid Mehmood Soomro on the occasion he prayed to Almighty Allah to rest his departed soul in eternal peace and give courage to grieved family to bear this irreparable loss.

Former MPA Haji Munwar Ali Abbasi inaugurated the three day free eye camp organizing by Abbasi Kalhora Tanxeem here on Tuesday at Waleed Muhalla Larkana, prominent Doctors of country examined 600 patients and operated 150 on first day.
former MPA Haji Munwar Ali Abbasi inquired the health of admitted patients and assured to provide all required facilities including free medicine, food , spectacles and others in camp.
He told media that objective behind the organizing free eye camp to serve the ailing humanity and provide the health facility to people at their door step, adding that Abbasi Kalhora Tanzeem arranges free eye camp every year at Waleed Muhalla Larkana.
On the occasion Eye Specialists and Surgeons conducted the check up of 600 patients and operated 150 patients.

Experts show apprehensions on unavailability of irrigation water policy at province level & demands for water commission for accountability of irrigation water. Stakeholders should stress the provincial govt for preparation of the irrigation policy at provincial level.
In the detail, a consultative workshop has organized by jointly Laar Humanitarian & Development Program (LHDP) & Indus Consortium at Indus Hotel Hyderabad in collaboration with Oxfam Novib with titled of “Provincial Policy Brief on Water Governance”. While addressing the consultative workshop, Mushtaque Gadehi said that we can get a sufficient production if provincial irrigation water policy be placed. No provincial irrigation policy unavailability is a huge flop of the provincial Govt. There is need to initiate the dialogues with Govt for placing the irrigation water policy at provincial level & should ensure implementation of water policy & protect the rights of the indigenous people. Current demand of the water is increased hundred times more than earlier we experienced. There is a big issue of water drainage system similarly as irrigation water in Sindh province. Our irrigation system is old of many years but no innovation has brought in the system & irrigation water infrastructure is also old & is difficult to redesign. Moreover, he said that there is ineffectiveness & inequality in irrigation system in province & cropping pattern also should be revised according to modern necessities. Furthermore, he said that irrigation water information should be provided to research institutes & universities levels & placing the accountability system & formation of Water commission to look & resolve the irrigation water issues.
Mustafa Ujhan, director SIDA Nara Canal said that to face the issues of the irrigation including inequality, political influential, ineffectiveness, a mechanism should be introduced in the policy draft. If the current institutes & policies are not working according to need than expert must find out the new mechanism with participation of the common people & local inhabitants. He applauded the efforts of LHDP for developing the policy draft of irrigation water. Moreover, he said that policies & schemes must be developed with participation of the local community. Issues of community level water governance should be addressed in the policy. It should also be made clear in the policy that how it addresses the political, inequality & other issues of irrigation water, he added. He said that sea incursion & drainage system are burning issues of the province & public health department also may include in the policy of irrigation water.
Professor Shuhab Mughal said that no de-silting is being done in the canals on regular basis which affect the water capacity of the canals. Moreover, he said that rehabilitation duration of canals should be part of irrigation water policy.
Renowned social worker, Punal Saryo said that Punjab has sold tits rivers to India. He said that Thal Canal will be proved dangerous to people of Saraiki belt of Punjab province. Moreover, he said that there is need to place an effective policy which can be implemented in the favor of all people equally.
Abdul Ghafar Khoso said that we have discussed here outline of the policy but there is need to discuss on the water Governance issues. He said that it also be mentioned in the policy about reduction of the poverty at local level. We should work on the water governance & its design should be discussed on the forum.
On the occasion, Iqbal Hyder Qambrani, Qaisar Soomro, Aijaz Shah, Samina, Sanum Abbasi, Khadim Talpur, Comrade Noor Muhammad, Abdullah Turk, Javed Soz, Masroor Ahmed Shehwani, Abdullah Saraz & others also addressed the participants.

: The one-day workshop on Disaster and Medical Emergencies was held at Shah Abdul Latif University, Khairpur on Tuesday, the seminar was organized by Student Advancement Fund Endowment (SAFE), SALU, Khairpur.
Syed Mohammad Javed Sadiq, Senior Advisor Public Diplomacy, U.S Consulate, Karachi was the keynote speaker of the workshop, while Mr. Nasir Aftab Khan, SSP, Khairpur was the Resource Person.
Syed Javed Sadiq former Senior Advisor Public Diplomacy U.S Consulate Karachi in his speech highlighted the kinds of disasters and Medical Emergencies by offering their immediate mitigation measures at community level and said, a better disaster management and first aid can minimize the risk and it is possible only by means of preparedness and mitigation measures at different levels from individual to national and international level.
He said that Young students with basic information of Disaster and Medical Emergencies could be very vital and value added force for rapid response the maximum the disaster preparedness, the minimum the vulnerability. Neither a disaster can be prevented nor diverted to any other place. The only possible thing is to minimize the effect.
He further said, there are different kinds of disasters like natural and man-made.Any disaster can interrupt essential services, such as health care, electricity, water, sewage/garbage removal, transportation and communications.The interruption can seriously affect the health, social and economic networks of local communities and countries. Disasters have a major and long-lasting impact on people long after the immediate effect has been mitigated. Poorly planned relief activities can have a significant negative impact not only on the disaster victims but also on donors and relief agencies.
Javed Sadiq stressed the need to provide permanent protection from disasters. Not all disasters, particularly natural disasters, can be prevented, but the risk of loss of life and injury can be mitigated with good evacuation plans, environmental planning and design standards. These activities are designed to minimize loss of life and damage – for example by removing people and property from a threatened location and by facilitating timely and effective rescue, relief and rehabilitation. Preparedness is the main way of reducing the impact of disasters.
Nasir Aftab Khan, SSP Khairpur highlighted the role of police in disasters and said, man-made disasters such as bomb explosions and arson cause a sense of vulnerability. Natural disasters such as hurricanes, floods, tornadoes and fires all cause specific damage and chaos. He said a strong police presence in both situations may help ease fears and help prevent others from taking advantage of the situation.
He also said there are two vital roles in responding to disasters: to provide for the safety and security of the community and to be first responders during times of crisis. Responding to disasters is a shared responsibility. Every police officer is aware that emergency management planning is for all hazards and that it takes a team effort to keep our communities safe.
He further said, during a disaster, police officers play a key role in many operations including: search and rescue, evacuations, door-to-door checks, and maintaining overall public safety within the community. These are critical actions that support not only their own communities but neighboring towns as well.
Sarfaraz Ali Korejo, Executive Director in his well come address expressed that by attending this opportunity the participants would learn and practically use the mathedologies to cope with the disaster and Medical Emergencies.
He told that disasters of any kind have drastic impact on life and property of humans. He also stressed the need of mitigation measures at different levels from individual to state level in order to reduce the risk of disasters and their impact in future to save the future generations.
Prof. Shahida Mangi, Provost Hostel (Girls), on behalf of Vice Chancellor, Shah Abdul Latif University, Khairpur thanked speakers and other participants for attending this very innovative event. The event ended with a fellowship high tea at Foreign Faculty Hostel.

ANNUAL EXAMINATIONS 2014 WILL COMMENCE FROM 08TH DECEMBER

Prof. Dr. Syed Asif Ali Shah, Controller of Examinations (Annual), Shah Abdul Latif University Khairpur has announced on Tuesday, the examination schedule of Annual Examinations 2014 of all affiliated collges of Sukkur and Larkana region B.A, B. Sc, B. Sc (Home Economics), B. Com Part-I and M.A (Previous) will start from 08-12-2014. While the examination of B.A, B. Sc, B. Sc (Home Economics), B. Com Part-II and M.A (Final) will start from 16-12-2014.
The time table of the annual examination 2014 has been sent to the concerned centers. The appearing candidates are advised to appear in the examinations as per schedule and collect their admit cards/slips from the affiliated colleges.

SDC EMPLOYEES FACING IN TROUBLES.

There is no doubt that PPP government had tried its best to overcome the growing unemployment problem at great extent and according to it thousands of jobless youths were provided jobs in government and semi government departments as well as in autonomous bodies lying under its approach. While the good number of jobless persons was absorbed in local government department in comparing to other departments in the province of sindh for which the people of the province were heartily appreciating to sindh government on one side and on the other side they were expressing their deep concerned over the non attention to be paid towards the formulation of sold policy to provide funds against the payments of the monthly salaries of employees appointed in local government department particularly which caused to create the serious situation for the employees to face in connection with meeting their house holding meets and to feed their family depending members.
Due to step motherly attitude being adopted by sindh government towards the regular payments of the salaries to be made to the employees working in local government institutions including district councils, Taluka Municipal Administrations, Town Committees and Union Councils the all working employees from Grade 01 to 17 in were seeing busy on roads in all the districts of the province observing protest movements against the non payments of their salaries and demanding the enhancement in octra zila tax (OZT) share in order to enable the employees to get their monthly regular salaries to meet their finical problem to run the home affairs.
The district council shikarpur is being ignored by the government to provide it sufficient funds from the OZT share since last some years which cause the problem to make payments against the regular working employees and pension money despite the Shikarpur Municipal Administrations have been submitting many letters demanding the enhancement of OZT share.
According to district council administration shikarpur that rupees 2.436.000 million as a monthly installment against OZT share is being released by finance department government of sindh to meet the expenses by the district council shikarpur which is insufficient to meet the monthly salaries of 148 regular working strength of the employees from Grade 01 to 18 and pension money for 80 retired employees as well as other expenditure including Adhoc Relief Allowance, 10 percent Allowance increased with effect from 1st July 2014 and 70 percent of gratuity / commutation, leave in casement and finical assistants to the aggrieved families of the deceased employees payable to the regular and retired employees of the district council shikarpur, when there is need of more than rupees 7.700 million including more than rupees 3.200 million for payments against the monthly salaries to the regular employees and more than rupees 5 lac for payments of pension money to the retired employees expecting the other funds.
The employees of the district council shikarpur have demanded of secretary government of sindh local government and finance department government of sindh to enhance the OZT share to at least rupees 7.700 million in order to enable the employees to get their regular salaries and as well as to enable the retired employees to receive their pension money regularly so that the employees could meet the finical problem to feed their families as they are badly suffering from the unbearable troubles to feed their families easily when the employees were feeling the sense of frustration which could push the employees to commit suicide if they were avoided and delayed to make them their regular monthly salaries and other outstanding.
