KARACHI: The Chief Minister Sindh Syed Qaim Ali Shah has decided to restore subsidy to the KW&SB and WASA Hyderabad in the head of their power consumption. He also directed for establishing separate head of Operation & Maintenance (O&M) for all Water Supply & Drainage units working in the rest of Sindh and assured their functioning to ensure prompt and efficient deliveries to the citizen. This he decided while presiding over the meeting regarding reviewing the performance and bottle necks of Local Government Department held at CM House Karachi today.
Addressing the meeting, the Chief Minister Sindh Syed Qaim Ali Shah said that Local Government Department being a basic services providing organization has much importance and it should be strengthened to deliver the people up to their expectations.
He said that Sindh Government in Principle has decided to provide subsidy to the KW&SB and WASA Hyderabad to supplement their electric expenditure but strict reforms and revamping of these organization is needed to put them on self reliance.
He constituted 03 members committee comprising on Secretary Finance, Secretary Local Government and Secretary Energy to co-ordinate with K-Electric & HESCO authorities to reconcile outstanding of KW&SB and WASA Hyderabad and issue the payment.
He directed the officers of these organizations to improve their recovery plug their leakages and make an effective mechanism to resolve their problem of over staffing in congenial manner. While discussing the problems of water supply and drainage system in other districts and towns of Sindh, the Chief Minister Sindh Syed Qaim Ali Shah directed the officers concerned to establish separate head of Operation & Maintained to keep these units in working condition and enable these to cater the needs of the people up to their expectation.
The Chief Minister Sindh also framed another committee comprising on the representatives of Local Government and Finance Department for evolving mechanism for efficient utilization of the budget of town committees, municipal committee and to ensure efficient deliveries to the citizens.
The Sindh Minister for Local Govt Sharjeel Inam Memon informed the meeting that he is introducing on strict and effective audit system within the local govt department to ensure efficient utilization of the funds and added that hopefully the result will be encouraging.
Expressing his satisfaction over the restoration of subsidy to KE&SB and WASA Hyd he sought for strict and efficient officers to convert these units into beneficial institution
The Secretary Local Government informed the meeting that HESCO authorities had issued outstanding bill of Rs. 7680 million against the 172 connections of WASA Hyderabad but after verification and reconciliation claimed amount proved Rs. 2364.477 million against the only 102 existing connections till October 2012.
He said that Government of Sindh had paid Rs. 874.928 million to HESCO while outstanding against 26 connections amounting Rs. 1371.544 million is still in disputed. The Sindh Minister for Local Government & Information Sharjeel Enam Memon, Advisor to CM for Finance Syed Mruad Ali Shah, Secretary Finance Sohail Rajput, Secretary Local Government Javed Hanif, DG HDA Muhammad Iqbal Memon, MD WASA Saleem-uddin and other officer attended the meeting.

KARACHI: The forth meeting regarding preparation of new Annual Development plan ADP- 2014-15 was presided over by Chief Minister Sindh Syed Qaim Ali Shah where threadbare discussion & deliberation to introduce innovative development schemes and effective implementation system was discussed in detail.
It was decided that District Development Committee headed by DC concerned would be established for each district not only to monitor the development works but to ensure efficient deliveries in water supply, drainage and sanitation to the people and resolve their complaints if any in this regard.
It was decided that each Taluka would be provided most important and immediate nature of mega development scheme on the recommendations of the public representatives concerned. The meeting also decided that development schemes, which are designed to be completed within shorted span of time, would be encouraged.
The meeting also discussed about the fat of very old and abandoned development schemes which continuously had being brought to the subsequent new ADP since 2007-2008 without expenditure or less than 20% expenditure and recommended to the Technical Committee of P&D department to ascertain the feasibility of such schemes and report before formation of the new ADP 2014-15.
Addressing the meeting the Chief Minister Sindh Syed Qaim Ali Shah directed the officers to identify and conceive the multi dimensional development schemes that not only to facilitate the people but also add in the beautification of the cities, cultural heritage and also to be proved as source of income of the government and private individuals and organizations as well.
He said that today we are living in modern era and we must take the benefit of these inventions and convert over development investments into multi dimensional benefits of the people.
The Advisor to CM for finance Syed Murad Ali Shah , ACS development Wasim Ahmed, Secretary Finance Sohail Rajput and other officers of P&D people attended the meeting.
