Irrigation Department fails to proper utilization of funds

National Accountability Bureau (NAB) and anti-corruption Sindh failed to find several ghost and duplicate fake schemes in various departments in province particularly Larkana, Kamber-Shahddadkot, Shikarpur, Jacobabad districts.
According to survey conducted by the independent sources, told this scribe that after super flood in Sindh during 2010, billions spent on various embankments of River Indus, canals, drainage and road sector.
It is unfortunate that the incompetency and ill planning led the Larkana development projects and special grants of billions of rupees for River Indus at Nusrat Loop, J-Spur and Aaqil Agani went all in vain.
The sources confirmed about billions of fake schemes at Right Bank River Indus Nusrat loop and Aaqil Agani and others made illegally and mismanaged by the authorities.
The provincial administration of irrigation has failed to carry out model study by reputable institution for damaged and vulnerable points of canals or right bank River Indus to find permanent solution to avoid the unnecessary utilization of funds on pretext of repair and maintenance.
Instead of that Northern Dadu Division, Rice Canal,Kheerthar canal, Warrah canal, Saifullah Magsi, SKT and other of irrigation department are engaged in the preparing schemes only for grabbing a huge amount for their vested interests.
This correspondent learnt reliably about these contracts were awarded to the partners on political vendetta and earned lion share from these schemes, but the conditions of dykes still deplorable in various parts of Sindh.
The incident of de-rail of Bolan Express near Madeji at Ruk Station is one of the solid evident of inability and blunder of irrigation department at Northern Dadu division and later, XEN Northern Dadu division Nisar Leghari, Assistant Executive Engineer Zafarullah Abro and Sub-Engineer Sadarddin were suspended over the criminal negligence told the department.
When, this scribe contacted Superintendent Engineer Amjad Pervez Dawach, who is working for a long at Northern Dadu division, also failed to provide information and hiding himself and told that the schemes are in progress for strengthening the dykes and canals, he refused any embezzlement in the development funds at the site or any investigation agency has sought the related record he told.
According to the reports, there are still millions of development schemes at Northern Dadu division among ADP No. 1048, scheme Rs. 10 million out of Rs. 4.758 million for the shifting of head regulator of Glispy Minor near 57 regulator in Taluka Bakrani district Larkana, The ADP No. 1069, with cost of Rs. 179.460 million out of 40.000 million were carried out for stone pitching at Dadu Canal RD 28 to 29 IP,26 to 47 IP,75,D/S RD 81 to 102,105,126 to 128 NIP,RD 130 to 131 IP 145 to 146 IP,181 to 183,190 to 192 B.S, RD 199 to 201,218 to 220 B.S 252 to 257 IP 310 to 330 B.S 410 to 420.
While, ADP No. 1089 with cost of Rs. 61.24 million out of Rs. 7.700 million for the Construction Retaining Wall along Dadu Canal RD-210 Near Agani Village and RD-282 NIP Side in Northern Dadu Division, Larkana. ADP No. 1092 with cost of Rs. 250.347 million out of 50 million development schemes was carried out for the completion of Restoration Work of J-Spur at Mile 1/6 Nasrat Loop Bund.
And another key development ADP scheme Number 1094, with heavy cost of Rs. 608.070 million out of 95 million for the further Remaining Work along J-Spur at Mile 0/7 Abad Manguli Extension bund in Norther Dadu Division Larkana (Revised).
Sources disclosed that after super flood 2010 provincial government had allocated billions of funds for the strengthening and repairing of damaged embankments of canals and rivers, despite of billion of rupees were spent but still the dykes are not intact due to the recent incident of de-rail of train at the site.
The civil society has demanded for the proper investigation of these development schemes carried out since the inception and bring the culprits in the court of law those involved in heavy mismanagement of national exchequer.
