Bogus recruitments: CM orders inquiry by matching payrolls in AG Sindh

Sindh Chief Minister Syed Qaim Ali Shah has directed the education department to identify bogus and fake recruitments made on district level during the on-going tenure of the PPP government. “This would be easy to trace out if you go through the payroll made by AG Sindh.”
This he said while presiding over a meeting of education department in which development, non-development and foreign funded projects were reviewed here at CM House on Monday. The meeting was attended by Senior Minister for Education Nisar Ahmed Khuhro, Minister for Finance Syed Murad Ali Shah, Principal Secretary to CM Alamudin Bullo, Additional Chief Secretary (Development) Waseem Ahmed, Secretary Education Fazal Pechuho, Secretary W&IS Syed Mumtaz Ali Shah, Secretary Finance Sohial Rajput and other senior officers.
The chief minister during the presentation pointed out that he had reports that some of the education department officers on district level were involved in fake and bogus recruitments. On this Senior Minister for Education Mr Nisar Khuhro and Secretary Education Fazal Pechuho agreed to the chief minister.
Secretary Education said that some district officers of education department in connivance with the officials of education department were involved in this racket. “They create fake IDs to make bogus appointments. Some of these cases have been unearthed with solid evidences,” he said.
On this the chief minister said that since he has taken over as chief minister from June 2013 he had imposed ban on recruitment. This ban was lifted about six months ago but no appointments have not been made so far. “Therefore, get a payroll copy from the AG Sindh of 2013 and then compare it with the payrolls of 2014 and 2015. The surplus staff or the bogus appointments would be very easy to trace out and then take action against the involved officers. The action would not be less than dismissal from services,” he directed.
The chief minister also directed secretary Finance to hold a meeting with AG Sindh and get the copies of payroll to the secretary education for inquiry within three days and report him.
Senior Minister for education Mr Nisar Ahmed Khuhro giving presentation to the chief minister took up different development sectors of his department such as ADP 2014-15 allocations and expenditures; USAID, CIDA Programme, JICA programme, World Bank SERP-II, ICT project, EU Technical Assistance, English Medium Schools and comprehensive schools in Sindh.
Mr Khuhro talking about ADP schemes said that out of Rs10.7 billion allocation the finance department has released Rs3.6 billion. “We have taken up 14 major schemes, of them 11 would be completed by the end of this financial year,” he assured and added that out of total released funds 50 percent have been utilised.
Giving details of USAID programme, Senior Education Minister Mr Nisar Khuhro said it was known as Sindh Basic Education Programme (SBEP). it was a $155 million programme, of which $81 million for construction of 120 schools damaged by 2010 floods and $74 million for community mobiilisation programme, Sindh Reading Programme, Capacity Development of Education department Programme.
Mr Khuhro said that out of 120 schools 38 were under construction in Khairpur, Sukkur, Larkana and Karachi.
Giving details of CIDA the senior minister said that the objective of the project was to strengthen teacher training institutes by improving their physical infrastructure facilities, support in-service and pre-resource teacher training programmes, provision of teaching resource kits and assistance in curriculum revision.
He said “It was a Rs1261.773 million project started from June 2006 to 2011 and then it was extended from July 2013 to June 2015 at a cost of Rs601.495 million . The project has almost been completed.”
Talking about Japnese assisted JICA programme, Mr Khuhro said that the programme costing Rs2076.979 million with Rs1667.962 million JICA share was aimed at improving access and address gender gaps and rural – urban disparities especially in rural of Sindh by providing sufficient number of elementary schools for girls in prioritised districts of the province.
He said that under the project 58 schools were being up-graded from primary Girls Schools to Elementary Schools in 12 districts. The districts include Mirpurkhas 11 schools, Badin 07 schools, Tando Allahyar 2 schools, Hyderabad two schools, Benazirabad three school, Dadu five schools, Larkana three schools, Khairpur nine schools, Sukkur three schools, Ghotki five schools and Shikarpur one school.
Giving details of ICT (Information Computer Technology) Mr Khuhro said that under the first phase of the scheme ICT academies in 40 select schools and colleges, OB vans, data archiving and PMU would be established. In the second phase ICT academies in 40 select schools and colleges would be rolled out in five districts, Karachi, Hyderabad, Benazirabad, Larkana and Khairpur.
Talking about EU Technical Assistance he said ” the total grant comes to 30 million Euro. In this sector first tranche f 10 million Euros is likely to be transferred to Sindh government by April 2015.”
This project includes curriculum development, review, notify and implement Sindh Text book and material development policy.

INFORMATION OFFICER ZAFAR MALLAH’S MOTHER PASSED AWAY

KARACHI: Mother of Information Officer Zafar Mallah has passed away on Monday in Karachi after prolong illness. She was laid to rest in her ancestral grave yard in Nau Jatoi district Naushero Feroze. Her soyem will be held today on Wednesday (February 25) in Nau Jatoi district Nausheroferoze.
Provincial Minister for Information Sharjeel Inam Memon, Secretary Information Dr. Zulfiqar Ali Shalwani, Director General Information Abdul Haleem Shaikh, Director Publication Yasmeen Memon, Director Films Mansoor Shaikh, Director Press Information Muhammad Yousif Kabooro, Director Electronic Media Syed Pervaiz Husnain, Director (Admn) Imtiaz Joyo, Deputy Director Information Fida Hussain Baladi, Deputy Director Abdul Majid Khan have condoled with Zafar Mallah and prayed Almighty Allah to rest the departed soul in eternal peace.
